Residents, squatters and other pressure groups protested fiercely against the rigorous reconstruction plans for the Nieuwmarkt neighbourhood in Amsterdam. The city council was considering the construction of a dual carriageway through the historical city centre. To achieve this, housing would have had to make way for offices. Eventually the existing urban layout was retained. In the 1970s that choice meant a shift in urban renewal policy. The variation in the Pentagon block subtly illustrates this turning-point in the revaluation of the city centre.
