Willem Dudok created housing for workers that was more than decent. The garden-city district in Hilversum offers a complete living environment to families from the lowest income groups. He even devoted attention to the details of special functions such as a public reading room. Moreover, the relationship between architecture and town planning is masterly. This council housing was the government’s answer to the housing shortage, in a time when private developers were not forthcoming. It is one of the earliest examples of the garden-city ideal in Dutch town planning.
