‘When there was monumental architecture, there were beautiful cities as well,’ Berlage pronounced in 1904. This visionary townscape for Scheveningen, part of the expansion plan for The Hague, is the product of this statement. The square has an enclosed form because of the symmetrical layout and the continuous, massive facades with towers and arches. This is how Berlage created the ‘internalised urban block’, a townscape for which he procured international fame for Dutch urban development.
